Biography

Mr. Leonard received his Masters of Education degree from Loyola University of Chicago and a Diploma in Nautical Science Technology from the Marine Institute in St. John's NL.

He has worked in both the private and public sector with the Governments of the Northwest Territories, and the Government of Newfoundland and Labrador. He was a member of the Canadian Public Service for more than 30 years, retiring from the Executive Group in 2005.

Mr. Leonard has had experience in teaching and educational administration both in public systems and as Director of the Canadian Coast Guard College in Sydney, NS, where he was responsible for the deveoment of an Officer Cadet Training Program in Navigation and Marine Engineering for officer cadets from Kuwait and the United Arab Emirates.

He is also a certified deck officer and has worked on oil tankers, cargo vessels as well as research and SAR vessels. In addition he has spent considerable time in the Canadian Arctic and most recently completed an analysis of ports and landing sites used by marine operators and suppliers in the Arctic.

He has been Visiting Professor at WMU since 2007.
