Biography

Mr. Huang joined the International Maritime Organization in July 2008, having worked in China Maritime Safety Administration after graduating from Dalian Maritime University in 1992 with a degree in maritime administration, and from from the World Maritime University in 1999 with an M.Sc. in Maritime Affairs, specializing in Maritime Safety and Environment Protection Administration.

Mr. Huang provides technical expertise and assistance to the work of the Marine Environment Protection Committee and its subsidiary bodies, and supports technical co-operation activities on matters related to the implementation of MARPOL Convention. Mr. Huang is the Secretary of the Sub-Committee on Pollution Prevention and Response (PPR), which deals technical and operational matters related to prevention of control of pollution of marine environment from ships, safe and environmentally sound recycling of ships, evaluation of safety and pollution hazards of liquid substances in bulk transported by ships, ballast water and biofouling management, and pollution preparedness, response and cooperation for oil and hazardous and noxious substances.
